An eighty-metre observation tower crowned with bas-relief carvings of the ancient Silk Road's Thirty-Six Kingdoms rises over the Xinjiang International Grand Bazaar at Erdaoqiao, and this festival uses that landmark building, completed in 2002 and opened to the public in mid-2003, as its permanent stage rather than a temporary market setup.
