Originating in 1996 as Rap a la Torta under Bogota mayor Antanas Mockus's citizen-culture policy, Hip Hop al Parque grew into a free festival at Parque Simon Bolivar structured around rap, breakdancing, DJ sets and graffiti art together, with attendance climbing from about 25,000 in 2005 to nearly 100,000 by 2008.
