The story

PAssionArts Festival in Singapore

PAssionArts Festival is the People's Association's annual community arts programme, running roughly July to September across dozens of neighbourhood festival villages islandwide, with 79 villages planned for the 2026 edition. Residents create participatory art including batik, coffee painting, fan marbling, mosaic tile art, and crepe-paper flowers, alongside performances from orchestras, drum ensembles, and silat groups.

PAssionArts Festival is the People's Association's largest annual community arts programme, run through its network of Community Arts and Culture Clubs across Singapore's public housing estates since around 2012.

What is special

The part that makes it specific.

01

The place changes

PAssionArts is distinguished by its resident-driven, participatory model: rather than professional artists presenting finished work, community members create the art themselves at neighbourhood festival villages, using techniques spanning canvas painting, paper quilling, batik, coffee painting, candle-gel crafting, fan marbling, mosaic tile art, and crepe-paper flower making

02

The mystery stays covered

Large community-made installations, such as 2025's Giant Delight Neighbourhood Gems artwork, turn dozens of individual contributions into a single collective piece

03

The city starts moving

Performances threaded through the festival, including orchestras, drum ensembles, and Malay silat martial arts demonstrations, add a further participatory and cultural dimension to what is fundamentally a grassroots, neighbourhood-scale programme rather than a centralised showcase
