Fulan Fehan Festival, first staged October 28, 2017 at the Fulan Fehan savanna in Belu Regency near the Timor-Leste border, centers on a mass performance of Likurai, the traditional Belu war dance historically performed by women to welcome home victorious warriors. The debut drew around sixty-five hundred dancers; a more recent fourth edition drew roughly thirty-nine hundred dancers and twenty-five thousand spectators, with Timor-Leste delegations taking part as cross-border cultural diplomacy.

Belu Regency's government first staged the Fulan Fehan Festival on October 28, 2017, deliberately timed to coincide with Indonesia's Youth Pledge Day national holiday, at the Fulan Fehan savanna grassland in Dirun Village, Lamaknen District, roughly eight hundred meters above sea level at the foot of Mount Lakaan near the border with Timor-Leste.
