Ban Xieng Ngeun, a village about thirty kilometers south of Luang Prabang, hosts the deciding final of the region's village-level boat racing tournament on Ok Phansa day, drawing the tournament's largest crowd. Bamboo market stalls, Beerlao stands, tolerated informal money games and a morning bamboo-rocket launch give the normally quiet village a carnival atmosphere layered on top of the climactic race.
