The Livonian Festival gathers in Mazirbe every first Saturday of August, keeping alive the culture of the Livs, a small Finno-Ugric people whose historic heartland this coastal village represents. The day opens with a service at Mazirbe Church and a shoreline ceremony venerating the Mother of the Sea, followed by folk-costume and craft demonstrations, storytelling, food, and singing. Held since 1989, it centers on the Livonian House of the People, a cultural centre built in 1938 with Finnish, Estonian, and Hungarian support.

On the Kurzeme coast of western Latvia, a handful of fishing villages once formed the Livonian Coast, the historic homeland of the Livs, a Finno-Ugric people related linguistically to Estonians and Finns rather than to the Baltic-speaking Latvian majority.
