Founded in 1994 by local musicians, the festival is named partly for Indiana folk musician Quinten Lotus Dickey and partly for the lotus flower, symbolizing the event's global reach and Midwestern roots.

In 1994, a handful of people active in Bloomington's local music scene, including rock musician James Combs, classically trained Iranian musician Shahyar Daneshgar, and former booking agent Lee Williams, decided the college town needed a festival built around music from outside the United States.
